Connecting cheek to eyes during head construction + No neck or shoulders

I have a question regarding character design. I have found what I believe to be a rather unorthodox manner of doing it, or it could be that I've been sleeping under a rock. What I normally do is that I draw the eyes first facing at 3/4 view, next I draw a line forming the cheekbone, and then I draw a semicircle around the bottom for the chin. Following into the body, I erase the center or near the center of the chin where normally the neck would be, and then I just draw a slightly bending pole. The arms extend out from where the neck would be.

My question is that if this approach is efficient or counter-intuitive. I was majorly influenced by "Panty and Stocking's" character designs.

Whether it's efficient or not it's actually for you to decide. The problem is, what will you do when your characters won't be in 3/4 view? =) I think it's okay to start from the cheek or eye, but consider making face first.
If your characters don't have a neck too, maybe try looking into Cartoon Network series more, like Powerpuff girls or Dexter.

its subjective and ultimately up to you but from someone who used to not draw necks: you dont realize how squatty if makes your characters look until you get used to drawing them. i recommend at least experimenting with it, because even adding narrow shoulders and a short neck can help balance your character model.

p+s seems to draw their necks pretty short, but theyre still there. if you take it away it affects the balance and flow of the design, and makes the head appear a little bigger.

you dont have to draw a neck, but personally i feel like there should at least be an implication that there is one

Well, that's incredibly stylized. My primary suggestion would to be include some sort of neck, because it looks kind of like the head has been squashed into the shoulders.

But to the question of efficiency, it all comes down to whether or not the method allows you to draw at different angles or expressions. Cause all that matters in the end is whether or not it works for you.

If you can work it to be dynamic, then you will have yourself something impressive with that style.
