So in your first chapter my first observations are you have great background, and actually take the time to draw establishing shots which is great. Though your wide shots are pretty good (I like how the buildings look 100% drawn), your character close ups could use some work. Mostly with consistency-
For example, in these two shots, your first character has a sort of expression that would generally be accompanied by a deformed chibi body (to match the simplified face), but you put the expression on your character at full style which kind of looks,,, Strange? Especially when it's followed up with her in a serious expression, the comical tone would be stronger if she went full chibi then immediately switched to serious, and the narrative tone would be stronger if you gave her a more realistic ^ U ^ face.
So this scene in the first episode is one where I feel like it could be a huge establishing moment, but because the entire shot is cropped in different ways, we lose the impact of the scene. Here is an example of a way I think you could have really

So I like that by episode 3 most everything is pretty set-up. I didn't find the story bad, I thought it was very anime-like, which can be a good thing for some people. It's just with your two genres (romance+comedy), if you're aiming for a feature you have to be outstanding in terms of uniqueness. The fact the hosts are all animals is certainly a spin, but it won't be enough to get by on story alone. Though I found the episodes I read to be solid, they didn't knock me off my feet. Definitely not bad though.
I think what would do you the #1 most good in improving your work is taking some face drawing classes- I know every college with art courses should have them, and I'm sure you can find plenty of free ones on the internet. Right now since you are crossing between realistic, cartoon, and anime, the faces oftentimes reach the uncanny valley because you will exaggerate, say, mouth placement but at the same time leave the eyes in a realistic position. Additionally, you should be pushing your colors a lot further:

Here's an edit for example. Don't be shy- Use darks in a color that will accent your base color.
