In western comic, DC and Marvel such as are well-known.Also in Manga, if you says Shounen Jump, You 'll think it's gonna be good
[ About Web comic, what do you think about it ?I thought LINE has a little fame but it's weird(for me) ]
One of the go to examples in the Webcomics world is probably (at least trying to be) collectives like Hiveworks and SpiderForest that have application seasons and take only the cream of the crop from their applicant pools each year, etc. A bit of a gate keeping format to ensure a minimum level of quality from comics that are part of the collective.
I also think Quality Control is the way to make web comic to get well-known
Maybe Tapastic could hold Web-comic contest for Spring or Winter etc.But I think that will need a lot of works, need editor to judge the comic but that will allow potential creator to get in touch with the public
Contests on LINE causes major community grief so why would Tapastic want to do something like a contest? Also how would the winners be judged? Based on "likes" and "views"? If so then GamerCat would win. Would it be determined by a panel of judges from staff? Well already the staff picks "winners" and "not winners" when they decide who will be spotlighted/staff picked/daily snack featured. The cream has a way of rising to the top here, it just takes some cream longer to rise than others depending on if staff notices it and decides to feature it or not.

I think there is no Web Comic Publisher, only Web Comic Hosting. Popularity depends on Author's effort. The author work is the one the define his name.
Yeah things can get pretty rough at line when there are contests.
