First of all it's a matter of your choice because you should know better which format would suit your story.
I personally prefer classic pages. I draw in 1748x2480px, 300dpi, then resize the final piece to 707x1000px.
I like pages because they make it possible to update twice a week and I find them most comfortable for my scenes. Because some scenes take 3 pages, some take 10 pages and I'm not really sure if I would be able to fit these different length scenes in webtoon style format (I've never tried though).
Another good thing is that I can publish them everywhere, including social media and other platforms. And they would look good, I won't have to crop anything.
However, the bad thing is that in page format you're very limited with the space availavle, so you should be very careful with the amount of information for one page, or you may stuck with walls of text or tiny panels.
Honestly I don't like the webtoon format because instant scrolling makes me mad. There definitely are good webtoons, which look perfect with with their format and page format wouldn't suit them at all. And I read such webtoons with pleasure. But unfortunately most part of the webtoons I saw isn't that good. Their authors put HUGE frames and HUGE speech bubbles, so I can't even get the whole idea of what's happening. It's like I read the text first, then scroll down and then see that characters's emotions were completely different from what I imagined. And this spoils even the good written plot, because instead of reading I'm busy with scrolling.
But you don't have that strict limits of the page length. And if you can use the format properly, you can make really good visual story.
Also I guess webtoon format suits better who updates once in one-two weeks
There's also horizontal format which suits better for some short strips. This usually works better for some jokes or still life comics that don't have many dynamic panels. It's not comfortable for mobile scrolling but still nice.
So, all in all these formats have their pros and cons. Just choose the one you're most comfortable with considering your updates schedule, scenes length and personal preferences
