My name is Shin, I'm a freelance artist looking to work on bigger projects.

According to the guidelines of the forums, services can not be solicited unless a party states that they are looking for that service (aka you can't advertise paid services unless someone says that are willing to pay for that service).

If this was titled "Artist looking for writer [paid]" it would be perfectly fine despite being the exact same thing, sometimes I dont get the forum guidelines

No it wouldn't be the same, because it would mean that the topic starter is the one who is going to pay, not vice versa :smiley
Although, providing a job opportunity is allowed, that's true
