I can’t find it in my library anywhere (I read it a few years ago) but i’m pretty sure it was on Tapas (although maybe not). It was a black and white comic where color was illegal? or rare and had to be created secretly like moonshine. Only the colors would be drawn in color. The main character is a young man who joins the group where they find new colors/protect them. It was a victorian/steampunk setting. There was lgbt romance. I’ve tried everything but just can’t find it. Help!!!!

There's one called "Copper Eyes" that has a similar premise. Colours are not illegal, but the people are forced to take a drug called "Loveless" that eliminates their capacity to feel love (which makes them more productive at work). It also eliminates their ability to see colours. When one of the characters decides to secretly stop taking the drug he gradually starts seeing colours again. He also starts to fall in love.
