This is probably one of the biggest reasons One Piece's world is as fleshed out as it is. It basically allows Oda to flesh out side characters and side stories without taking away from the story he's currently telling. On top of that sometimes they converge into the main plot.

Plus they're pretty easy reads considering that its just a single image showing a moment taking place.

I just think its sorta weird that One Piece is apparently the only manga or maybe even comic to even do this. You'd think other people would be all over this, it seems so useful. Any explanations for why?

My guess would be that this form of storytelling can really only be done if you're updating with a new chapter every week. If your chapters and so chapter covers were less frequent, the time gap between them would be too big for people to remember what happened on the last one. In my case, as a solo creator making a comic in full colour with a part time job to pay my bills... that's impossible, my chapter covers are several months apart.

This is one of the reasons I love One Piece so much, it's an incredible attention to detail. But it would be difficult to pull off for small time creators. I've wanted to do something similar in the past, but I never pulled the trigger on it.
