How to unlock support?

I've seen several creators with less than 250 subs, only one series who have support unlocked?

You can sometimes have it unlocked at special events like Inksgiving by writing an email. At least that's how I did it.

A lot of those creators got permission during the two Inkgiving events earlier this year. I just sent an Email during the event, and I got to unlock support

Most people contact michael. Which is easy to do by email.

I believe there might be another one in November (that's where the first one was held). You can definitely ask @michaelson

Wait, I thought those unlocks were temporary? Never considered it since it felt a bit weird to just have it open for a week.

Wait, are we talking about the thing where people can give you "Ink"? Cus' for me the milestone requirements seem........... really lax. The hardest one seems to be "get 25 subscribers" and that sort of feels kind of inevitable... is there some requirement I'm not being told about or........ do I have different requirement for some reason?

Yes, exactly that. The 25 subscribers is just the first milestone. The requirement for people being allowed to give you ink is 250 subscribers (if you don't have it unlocked while there's an event). It doesn't seem like that much but it can still be hard to get there if you don't update very often or have a story that people are very interested to subscribe in.
