I made my self a few of them, but I'm looking for the effect ones,like this one.
In all honesty for screen tones I would use another app. Medibang is free and is great for screen tones (having a built in library and able to download from the cloud in the app for free) and so is Clip Studio (it has a 30 day trial and is actually cheap at 50 for the pro version). Photoshop doesn't have that many tool for screen tone outside of pattern and brush, but giving the way screen tone are most of the time is hard to make a pattern out of it.

Then the best way to apply them is creating your shape and using the Pattern Overlay option. It will also allow you to adjust the size, opacity and blend style.

You could try making your pattern in gray scale then Save for Web and Devices and set the PNG to Black and White.
This is the page I needed the background screentone.I tried to imitate it to the best of my abilities.
