You can't force anybody to draw things for you...
If somebody REALLY loves your work they'll draw fanart, but you can't just make one chapter of a comic and expect fanart. I have an actual significant following, and even I don't get fanart that often.
Other people are human beings who draw whatever they want. If they love your characters maybe they'll draw them... but you're (to put it kindly) a complete rookie and it's unlikely that anybody is going to fall in love with your work just yet. Focus on doing better first, and establishing your own unique comic style. If your work is unique and well thought out then people will remember it and want to make fanart.
Don't just expect fame and attention. Work on making something good, and the attention will be a nice little boost.
You don't have fanart, because you have no fans. Earn those fans by making something great. Stop asking "why don't I have fans >:^(" and ask yourself "how can I make something people will want to be fans of :^O"
