personally im not sure. ive heard that webtoons pays a salary, whereas tapas has more of a 'we pay you a cut of the revenue' deal - if thats the case id go for webtoons before tapas personally, it sounds more stable. on the other hand, webtoons did recently change some big things in their revenue system, so it could be that theyre the less stable option in the long term due to potential for change. ive only really talked to people who are featured on tapas though, and they do say good things! especially that to work with tapas is really great, super helpful staff.
like.. trueeeee but there are also featured comics of all sorts of genres on tapas that do really well, so i dont think that should put you off
i think people have talked about crowdfunding on here before - have a look around, and if not then make a thread about it! i know there are people on the forums who have lots of experience in crowdfunding comics
i think dirty old ladies also has a few episodes on crowdfunding and the like - its a discussion podcast between three comics professionals, including spike trotman, whos a real bigshot of webcomics. its good insight

to answer your titular question... i think ideally id put it on both. twice the rev for once the work, yknow? im not really very familiar with webtoons and i prefer tapas as a community and interface, but i think it makes a lot of business sense to post on both.
