Is my art near the level where I can make a decent comic?

It's difficult to say what "decent comic" means. It can vary a good deal from one person to another.

Your art still has a long way to go before it could be considered professional level, but that doesn't mean you shouldn't make a comic. It's clear that you love drawing and that you've likely been learning, practicing, and getting better with time. And making a comic is one of the best ways to continue learning and pushing your skills. (I still have a long way to go, too, but making a comic has made my art significantly better over the 5 years I've been running it. Being forced to draw characters in different angles, poses, and expressions over and over again will sort of FORCE you to improve, especially if you push yourself to try things that challenge your current skill level.)

If you're worried about whether your skills aren't good enough to make a "great" comic, then maybe start with making a less ambitious one as "good" as you can for now and use it to practice.

Many people (including myself) have thought this way before: "I'll wait until my drawing skills improve a bit more before I start seriously creating comics."

But this kind of thinking makes it very difficult to actually begin. Especially after your drawing skills improve, you might paradoxically feel even more inadequate.

So all I can say about this is: if you enjoy it, just draw.

I've seen much worse drawings in comics I liked. Of the anime inspired drawings I've seen, yours are mediocre, but not bad. You have alot to learn/should keep practicing to find your style, but they're adequate enough in form that I wouldn't click off it just looking at the art.

Make it. You'll learn on the job, continually improving your art and writing abilities. You'll make alot of mistakes, but the important thing is you made something.

The key to getting better at sequential art/comics/mangias is to finish pages.
Quantity over qualiy especially in the beginning.
The more pages you draw the better you will get. Then put it in
some theory and practice sessions to get better at specific things

One Punch Man was what people saw as... low skill level. But it took off because one of the studios noticed his work and was like 0.o Thats some good storyline, character creation, etc. And had his studio redo the manga to a pro level anime. Took off as one of the best animes.
A bit about that.

I draw for my manga for myself, to also learn and each page I strive to change and adjust as I go until I eventually find my own style. My artwork/style/techiques from 2020 compared to now is a big difference.

Everyone is 100% correct in saying that you should start at any time since your skills will improve as you go!

I will add on to say that I would recommend to start with shorter projects / stories that will take less time to finish (even doing just 2-3 page scenes) because it can be frustrating to dive into a long project and feel like you have such a long way to go

the opposite of perfection is finished, go for quantity over quality and overtime you'll feel more accomplished and your skills will improve as you go!

what makes a good comic has a lot more to do with how you use your art than what the art itself looks like. A great example is the comic "the girl from class" on Webtoon, which is a very well written and emotional comic with very simple art, and none of the characters even have facial features. focus on your story, I say, if you have a great story, you can make whatever level of art you have work for you

Not particularly, but you won't get anywhere if your always worried about being good enough. You can practice swimming all ya want, but at a certain point, your never gonna really know how to swim if you don't jump into the deep end
