I know nothing about any changes on webtoon - it's still censor the hell out of your work, but in a way that it's not obvious that it's censored, because they don't want their readers to know that they're getting butchered comics : P
on tapas it's... censor to the same degree as on webtoon but here you can be petty about it and just plaster black bars with "read uncensored pages somewhere else" everywhere
you can theoretically keep it less censored but be taken off the app but since recently this way you're series will get removed from popular, fresh, etc sections of the site - there was no announcement about it and I only found out about it by sending out a support ticket on their discord about my series going missing (globalcomix allows for as much as we could show here on browser version)
so, for both, censor the hell out of your work and try redirecting your readers somewhere else
As to where to redirect, Comicfury and Flowfo are the only comic platforms where I don't need to censor my work at all. There's also hosting your own website, putting 18+ stuff behind patreon paywall or putting it as pdf on itch.io
