The funny thing is that Japanese artists use similar tricks, a lot. In fact, there are products with premade objects like classrooms, bedrooms, hallways, and shops. They're also premade exterior if houses and such. Sometime you can tell it's done that way went see characters shown with an aura on a background.
I think as weird as it sounds, many non Japanese artists can't quite capture that "prefab" look and feel that manga has because they are drawing the backgrounds.
