I started a project that I'll post on december 4th for a specific event. I decided to already create the story page and droped a character files episode. Since you don't have a deadline, I think its ok to start publishing (post like 3 episodes) and then go full advertising.
I paid because the multi page thing, the limitless animation (I'm a professional animator) and for the line and tones converter. I basically don't' draw my backgrounds except for the nature ones and still can work on then withou the "3D-ness" that other softwares bring.
