Just some general advice I give everyone is start with a scene. Just in this little blurb you have a lot of world building but don't focus a lot on the characters and the characters are what will make people read. You can add little bits of world building just by showing the world. I think the concept is fun and new and if done well will do well. If you think it needs a prologue add one, though usually when I'm reading something I just skim the prolugue. It doesn't sound complex but the way you explained it may be, just because this has a lot of world building through out at once. It's a lot to make sense of without the full context and hopefully wont all be in your first few chapters. Just remember to include what is relevant to the characters and scene when you're writing the chapters. Too much at once can be off putting for readers.
