I don't know about saying something like "the cover is a lie". Most mangas do indeed have color covers with black and white interiors. That sort of statement is a little over the top in my opinion.
I personally have covers that are colored by a different colorist than how I color my interior pages, and think this is perfectly valid to do, especially since I still draw the art myself in all cases.
