A detailed rule set for the Martial Rangers, which my character Rip from Dragon Sparking aspires to be.
It's very lengthy, you've been warned xD
Rules established:
No more than seven Rangers per planet, and no less than one Ranger. This is chosen by the consensus of the current lineup of Rangers. The remaining Ranger must then set up a base at their current location until new recruits are chosen.
Ranger candidates must be born on the same planet they protect. Unless the planet is newly established, in which case, the nearest planet must loan a Ranger, until new ones can be recruited, or a Task Force is established.
Rangers may only be recruited by other Rangers. If there is a need for Rangers, the recruiter may forego any training. If there is more than 3 Rangers currently, basic training is sufficient, but at recruiters discretion.
Rangers may only be judged and sentenced by Rangers. But may be detained and held by other Law enforcers.
Rangers must be followed by an AI surveillance drone at all times that chronicles their exploits in the interest of historical accomplishment.
(Additionally, the drone feeds are a matter of public record in order for Rangers to be of the utmost efficacy to serve as an open, honest agency.)
Each planet must have a Ranger Task Force in the most affluent nation, it will be manned by personnel provided by the IGLEB(Inter Galactic Law Enforcement Bureau).
Said task force must be overseen by an retired Ranger from another planet.
The task force may only interfere with Rangers if there is substantial evidence of wrongdoing, even then, only other Rangers may sentence the Ranger in question.
(This includes the overseer in the event there are no other Rangers)
The Task force provides the means for transportation via teleporter, communication, procuring supplies,distribute and maintain weapons/technology, and monetary support for the Rangers in the field.
Rangers may not own property or land, hold employment part time or full time, because money and supplies are provided for the tenure of duty.
Rangers may not enforce punishment without sufficient evidence. Punishment severity is determined by each encounter with a criminal.
Rangers are encouraged to cooperate with local authorities.Rangers are authorized to kill if absolute necessity demands it if:
a)The Rangers life is in immediate danger, the ranger may act with terminal force in self defense.
b) Civilians are in danger, the Ranger is obligated to use terminal force.
c) The Ranger is engaged in warfare.
d) The criminal is capable of destruction levels that are able to wipe out all life within 100 feet or more.
When applying terminal force Rangers may not use cruel and unusual methods, they must be swift and as merciful as possible.
Ultimate jurisdiction is granted to Martial Rangers, they may not be impeded by any government or law official, they represent The Galactic Law Enforcement Beaureau, which is the supreme authority of law under the Galactic Planetary Union.
However, Rangers are encouraged to utilize local law in order to turn over criminals to the law of that land, in order that criminals caught are punished according to local law, unless situations outlined in rule 8 and 9 are in effect.
Or if local law is deemed corrupt. Or if the criminal is not a citizen/from another planet. In these cases, The Task Force must transfer the criminal to the nearest GPU Space Prison Facility for sentencing and punishment.
Rangers must always carry identification in the form of the Blazon Stone always displayed openly. It is the symbol of their authority given by GLEB as officially sanctioned law enforcers.
Rangers may conscript and deputise anyone they choose by placing the Blazon Stone in their right hand, the conscript is thereby deputised for 24 hours to aid the Ranger in anyway he or she sees fit.
When a Ranger determines to retire from duty, they may recruit a new Ranger by transferring the Blazon Stone to them and have them recite the Ranger oath. They may also relinquish their stone to another active Ranger, or have the Task Force take possession of it until a new Recruit can be found.
(Additionally a retiree may keep the stone in order to assure a new recruit is trained in the desired way of the retiree.)
If a Martial Ranger becomes involved in a war, they must confer with two or more other Rangers before deciding which side to become involved in. If a Martial Ranger starts a war, they must confer with the Task Force head, and two or more Rangers before starting it.
In such cases there are protocols:
a) Rangers may not attack or engage civilians in combat.
b) Any forces that surrender must be treated fairly
c) until the regime is overthrown Rangers are committed to stay.
d) The Ranger leading the war must stay behind until the region is completely peaceful and restored, until it is, the Ranger assumes responsibility for the safety of civilians.
In the aftermath of a Ranger led war, the nations of that planet must convene to determine the fate of the ousted nation.
