Clip is the better choice for comics, in my personal experience. You can have far more layers, it has a function for speech bubbles and panel borders, and it has lots of text options as well as the storage space to upload your own. Procreate has some handy tools, like the automatic straight line or shape when you hold down your stylus. And it has very nice brushes/effects. I use both.
To me, Procreate is better for certain illustrations or paintings that don't require a ton of layers. But for a comic, I usually only use it if I'm doing something quick. For it's price it's fine. But for Clip Studio Paint's price, it's better. I got it for $25 for my computer, and then when I got an Ipad, I pay five dollars a month. Worth it in my opinion, since I sell some of my comics. Ultimately, it's up to you and how you see yourself using the software. Maybe start with Procreate and then try CSP during their next sale if you feel you need something more robust.
