They do it also in Japan and other Asian countries. The idea in theory is to create competition among students so they strive to be the best in school.
And with all these smart kids graduating, they would be using their brains to innovate and make insert Asian country to be able to rise above and mog the western world so that Asian nations will get their turn to rule the world. Because the Westerners ruled the world for so long already and it humiliates the Asian countries.
Most Asians are hooked on LMS (looks, money, status) and would kill themselves in the name of achieving those goals. Failure is not an option.
Meanwhile in the West, the average westerner isn't obsessed with LMS and would pursue their PASSIONS in university or college. They do it because they love it not because the parents say so or it's because it's the quickest route to achieving LMS. At least in most cases.
But the real reason the West is generally ahead in innovation is because their societies are generally more free than Asian countries. In Asian countries, conformity to the group is the cultural norm while in the West it is individuality and "don't tread on me" government, especially in USA.
With conformity encouraged and suppression of critical thought, you create people that are smart enough to follow orders but not smart enough to innovate new ideas.
That's why Asian nations generally lag behind the Western world economically and militarily. All this robotic pushing of their youth is only creating a bunch of hikikomori incels. The pressure makes them want to opt out of society and end up becoming a burden to it.
But as the West would spiral down into degeneracy and adapt communism, the west will lose their place as the dominant power in the world.
