It's called a lensflare and there are many ways to generate them in programs like Photoshop and Illustrator. I like Illustrator's as it gives me a lot of choices to tweak it.

If you don't have a program that has a preset tool for lens flares, then I guess the best you can do is study how they look and are formed and try to capture the effect by hand.

can be done in gimp and sai as well - you don't need photoshop to do it that way
i always try to make my own with gradients and shtuff but if ya dont have photoshop or anythin like that im not sure how ya would make it...
How about telling us what you use then? Because if you're using MS Paint, you're going to have a very bad time trying to do that effect.
I use Manga Studio 5, and I finally found a tutorial for it. Knowing it was called a lens flare helped haha, thanks @quakeulf
