I personally use a Wacom Intuos Pro - Small. It's nothing too fancy, but I love it to death. It's priced around $230 just for a small, though if you ask me it's plenty big enough. My best friend has the same model but at the medium size and I personally find that too large for me.
I will say that the first tablet I ever owned was a hand-me-down Wacom Bamboo. I didn't run into any problems, but who knows, maybe I'm the only one that didn't have issues with it.
Wacom is a very common brand I see most digital artist using.
Software
People's opinions on software vary. Most artists on here seem to use mostly Clip Studio Paint (CSP) and Photoshop. CSP goes on sale often (most of the time being around 50% off) while Photoshop, from my understanding, requires monthly payments.
Paint Tool SAI is another software that people use (myself included), though I will say that it's not very practical for making comics. Last I checked, SAI requires a one time payment of $70.
If money is an issue, there are free programs that people use! Krita, Gimp, and FireAlpacha are some that I see others using. I personally use FireAlpacha to compensate for some areas that SAI lacks.
