Which tool for drawing is the best or was the best value to help improve drawing quality.

Depends on what device and what you're used to.

I draw on my phone without stylus all the time and I can't use it for shit. If you're just starting I think having a stylus is an investment.

If you use one of those touchscreen laptop, I recommend to use stylus. I don't have it but I heard complains from those who have it that it is much easier with stylus

My best friend draws and she has a touch screen laptop, but she's more comfortable using a stylus. She said it was because it was easier to draw with. Like a pen and paper.

This seem a bit vague question. There no question in using a stylus regardless of the method (I am assuming you mean a graphic tablet without a screen and a touch screen). Now if you asking which is best if a graphic tablet or a stylus in term of improving your drawing, it must be one with pressure sensitivity. There are touch screen that have this funcion (Apple Ipad, Microsoft Surface, some Samsung Galaxy), so I would say to use a touch screen with pressure sensitivity, the price of course is quite high compare to a graphic tablet that can be 50 dollars for a decent one with 2048 (or even more) of pressure sensitivity.

Well the best tablet I've found in which you draw directly on its screen is the iPad and apple pencil. It has zero lag which is paramount for me.
I've tried the surface pro and an actual cintiq and they both have a lag from when your stylus touches the screen to where the cursor appears on your drawing program. I hate it.

But for every day usage, I'm still on my old intuos 3. I've grown accustomed to looking at my laptop screen whilst drawing on my tablet.

@joannekwan I'm surprised you had lag on the surface pro or the cintiq - I've tried Clip Studio Paint on both and they were silky smooth.

I find that the apple pencil is better for smudging and shading since you can use the side of the pencil tip, which is really cool.

In my opinion, though, in terms of computer functionality, inking, the presence of an eraser on the back, and the glorious built-in kickstand I'll take a Surface any day. My recommendation would be a Surface Pro 3 or higher - the Surface Books are good too but a bit expensive and the undocking process takes a bit longer than just putting the kickstand down on the Pro.
