I think, like with most things, loli dresses just take a bit of patience. As long as you know and understand how the "parts" go over each other (because we all know it's a lot of layering going on in there), you can make it happen.

As a side note, Heaven have mercy if you have to animate an action scene between characters in lolita :,D
