I voted because I wanted to see how this worked, but basically, you are saying like instead of having webtoon as your boss and having to stick with their publishing schedule and payment, you are your own boss, but still having it to publish it on the same webtsite...
now the thing is that one needs to know how the webtoon/tapas algorithm works because it might be something that's decided/programmed, unlike youtube which isn't entirely controlled (though mostly) by the algorithm as to who get's viral.
I think that in that case, promoting yourself outside of tapas and webtoon should do you the favor and having a patreon or subscribe star, idk what other services there are, should be way to be doing this.
But the way you have explained in your text is that it should let you modify you own page, but that more a property of a platform type of website, platforms are more open minded as to how you handle yourself, ideally though. Tapas and Webtoon act more like publishing houses tbh, if you read the rules, there is a bias as to what type of content you should be doing, there is some clear limitations to the content they'll allow you put so they can sell it, more so than you selling it, they'll just give you your share.
Not that platforms don't have their rules, but platforms allow you to not only handle your own stuff and monetize it it's like DIY your own content and money, they're just a bit of a helping hand that removes you the chance , but also talk about more controversial topic, among other freedoms.
For you idea to work, T and WT should change how they work.
