Which is your preferred order?
A question mark followed by an exclamation point?!
or -Dun dun dun
An exclamation point followed by a question mark!?

Or do you have specific rules for when to use which one?

i think my rule of thumb is if it's more of a shocked question it's ?! like "OMG WHAT?!" but if it's confounded excitement then it's !? like "no way!?" but i'll also just switch to whatever based on mood so maybe my real answe is just idk bro lol

Pretty much always ?!. I almost always make it longer, like ?!?!?!?!?!, or ??!?!?!?!?!?!?!?!, but usually the question mark is first.

I've only used ?! I only sometimes seen !? used in things I've read so I always thought that it was a typo or some sort lmao.

I tend to lean into ?! because I'm usually putting emphasis on something that was originally a question.

I use ?! most of the time, because !? goes with a specific mood or type of character that is hard to put into words, so I sometimes use it when writing dialogue or character thoughts but not outside of creative writing.

I almost always use ?!, but !? seems to be more common in Japanese, so I might use that if I'm trying to be more manga-esque.

I've always used ?! if it's an excited question, like "What do you think you're doing?!". If it's an exasperated question (the asker is losing patience) I will use double, or even triple question marks: Mom stared expectantly at me as cigarette smoke gently wafted out of my jacket's pocket. She gestured at the smoke and said "Care to explain??"

I see whatever the second one is as being a modifier on the first character, which is the real tone of the statement. So ?! is a question said in an excited way meanwhile !? is an exclamation that’s just a little bit questioning. It depends on the context, but ?! looks better.
