I feel like I should only consider 'to be free' a goal if freedom is a change in the character's status quo, which in my case, it's not. So it's just a wish imo
Very true! I guess I just saw goal (singular) in your OP and assumed you wanted the overarching goal of the whole story, where there really isn't one. But he does very much have short term goals (solving the problem in each arc)!
Interesting ... I guess some slice-of-life stories do have a well-defined overarching goal. Are you worried about keeping that chill slice-of-life pace and not letting it become action or something, without dragging things out too long where the audience feels like you're writing filler to prevent the plot from being resolved?
