Hi~! I did a lot of research on scanners when my scanner almost died (it got a new life thanks to a new power cable though), so I think I can do a recommendation.
If you want to scan in colour and get a good quality, be able to get 3-dimentional stuff captured (like framed pictured, bigger canvases), etc. (the scanner is taking a photo, and not reading just the stuff from its surface - even if it isn't flat it will scan it) (it's called "CCD") ----> I recommend Epson Perfection V600. (It's a little pricey.)
If you just want to scan in black and white and want a cheap and good scanner, get a Canon CanoScan LiDE220 (or maybe it was the Canon LiDE 400 that was better - possibly you should choose a cheaper one since the difference is in the additional photographic film's scanner). It's simple, my friend had it, and I liked it. It doesn't break easily. But it can't capture anything that is 3-dimentional or in a distance from the scanner's glass (it's called "CIS"), if I remember correctly.
