I´m building 3d backgrounds in HomeDesign3d & Sweethome3d.
The apps are very easy to use /drag&drop and have very good camera options.

Are there any easy to use 3d city building apps? Something were I can
put streets, buildings etc. Sketchup and Blender don´t work for me.

Or how do you build your 3d reference city backgrounds when you build them
yourself on the computer and when you don´t use google streetview etc?

I use blender. If you're first time with blender, the UI might be intimidating. In blender if you want to save time, you can purchase building assets on blender market or simply DIY. But there's an easy and free way to make a quick city background that is using Buildify, it's free but you can donate to the creator.
I don't want to put a link but you can search on Google 'Buildify'

How to use? After you download the blend file, you can simply double click it (assuming blender is installed) or open it from blender, or append just the node trees if you're getting used to blender3d because the node trees are the main stuff here to generate buildings.
To edit or add buildings, select the object building and go to edit mode, and start editing the plane by extruding to X or Y axis but not the Z axis.

There are paid building generator addons that can do more complex and detailed buildings.

The Pros of blender are you can do anything you can imagine in 3d and 2d, and the cons are it might require a little bit powerful hardware, especially the CPU cores, ram, and GPU, and the UI could be intimidating to new users.
