Ai is not an artist.
I would call the people who program the Ai the actual artist.
Ai generated images need to be programmed by a human and that human needs to have some level of art knowledge to make the Ai work as it does.
People who use the Ai are not artists. They did not envision anything and they only typed words. If they had designed the image and somehow got the Ai to draw it... then they would be artists.
Ai technlogy is not really advanced right now so it is limited. It is either pre programmed by someone (in a sense they would be an artist for the reasons I mentioned before) or it is a self learning program. The latter is dangerous as humans can exploit it and make it draw images it shouldn't just like it happened with an Ai Vtuber that started saying things it shouldn't thanks to its followers.
You can't call someone an artist if they were not involved in the development of the drawing just like you can't call someone a programmer if they were not involved in the development of an app.
If you want to look at it from another angle it is quite simple.
A person telling an Ai the type of image they want is the same as a person hiring an artist to get the image they want. In both scenarios the client (lets call him/her that way) will never be considered the artists. They may now own the piece of art but they can't be called an artist.
Ai images are a valid way to get art if you lack money to hire an actual artist but the end result is the same you are a client getting someone/something to do the art for you.
I will not touch the topic of wether using Ai art is good or bad as that is not the topic.
The main topic is if a person who uses Ai can be considered an artist. The answer is no.
Could the person who programmed the Ai be considered an artist? Yes. You can't program a bot to do something if you have no knowledge in the subject.
