I love the art in A! Whoever drew the character knows what they are doing in terms of realism.
My guess is B, the cosplayer definitely did justice to the original!

If you look really closely, the character in option A is actually wearing an ID of some sort. I'm gonna go with my gut and say that option A. is the cosplayer
