I know Crow's Worth started off with more of a comedy feel and becomes more drama-focused later on; it's also pretty cartoony with a fantasy-esque world.
SPEJS has a lot of comedy elements and a sci-fi plot/setting, there is an episodic feel to it so far.
I might suggest Forever Autumn also; it has a some comedy, although it's just getting started, but it has a bit of a heavier feel and themes to it, so I'm not sure if it's exactly what you're looking for. But it does have that super cartoony style, is fantasy genre, and seems to be developing into an overarching plot.
My comic, Between Hay and Grass, was intended to be an episodic-ish com-dram sci-fi mystery using a toonier style also, but dropped some of the more episodic elements, so again, not sure if it would be your cup of tea.
If you find anything else; let me know; none of these exactly have that mix of sci-fi/fantasy or the wild and whacky advdntures of STVOE but I'd love to see anything else that might be similar as well.
