I did a quick whois lookup and they are in fact based out of Toronto they're registered and hosted with google. The rest of the info is private. It may not be a scam but it looks to me like a startup that will likely evaporate once they run out of money. I've seen sites like that before they usually disappear pretty quick. Maybe I'm wrong and they'll take off though.
The thing with a site like that is, assuming they're earnest, they don't really have a lot to offer creators who might host with them. That 100% profit thing sounds nice but it's unrealistic, and assuming that money is supposed to come from ads unlikely to amount to much.
To me the biggest red flag is that they cold called you, which implies they're inviting cartoonists more or less at random. Unless you're super famous in circles I'm not familiar with. The seven comics already on the site are probably made by the site devs or friends of theirs. That's the natural place to start if you're trying to set up a webcomic host, but the fact that the next people they're trying to get to join up are random strangers means they likely don't know any professionals in the industry and that's not a good sign.
Basically if I were to sign up to host a comic on a site this new and untested I wouldn't expect to get anything out of it. At this point your comic would be helping promote them, not the other way around.
