Tapas is a business so as much as they want to support all their creators (and they truly do) they have to do what is going to keep them in the green. There are other ways to support the creators. Some have ko-fi accounts and being active in their work (likes and comments) can help them immensely. The more activity they have, the greater their exposure, and potentially gaining new subs.
It may not seem fair but as someone who waited to unlock tipping, I'm glad. I wanted to focus on growing as a writer and when I first started I was too obsessed with the numbers on the stats page. I didn't expect instant fame but I thought I would gain traction and boy, nothing happened for a while. It wasn't until I put myself out there and started REALLY focusing on my work did the numbers follow. Support comes in a lot of forms!
I am glad to see that you are so willing to support those with under 250 subs! There are lot of awesome creators out there who may have the attention they deserve. In truth, that can happen anywhere, even those who are publishing in more traditional means. Kudos to you for caring
