Really it's all to your preference and what it is you want. What's the fastest way you get comics done? Is hashing out comics the fastest you can most important, or are you more interested in quality?
For Hacheeachkee I draw the images on computer paper using ink and pencil, then I scan it in through photoshop. The rest of the techniques I learned in photoshop I learned through friends or online tutorials. I don't have tablet, so don't feel you need one, unless full on digital is your tool of preference.
Be creative, if you have no drawing skills, but have a nack for photography, you can use photos and photomanipulation for your comic, just make images.
Look at comic books or examples online of styles and comic outlays you like the most, them emulate off of their best points (composition, theme/plot, etc), but try not to copy :P. For me, I studied some online comics like Megatokyo and various of my favorite manga for formating and technique. My comic dimensions are actually that of Megatokyos because they had their work published before, and I want my work to be more easily printable so I emulated that. I loved the image flow of CLAMPS work, so some of the movement in my comics is inspired by that.
As long as you have an idea for a comic, (which you have story boards) you're good to go. Since it's your first time though, it can't hurt to experiment and see what brings you most personal success.
