I WISH I had a solution to this for when I go home next summer...hopefully someone suggests something good.
Personally, I deal with it by adjusting my sleep schedule so that I'm awake when no one else is, and doing creative stuff then. I wouldn't really recommend it to anyone else, but it's what I do.
Personally, I hate it when people tell me "if you don't like it, just put on your headphones/listen to music". News flash: that is not what my music is for. I listen to music because I want to ENJOY it, not just block out noise. And a lot of the music that I like is more delicate/quiet: out of a playlist of 50 songs, maybe I'd have 5 of them that could actually cover up someone's voice. With the rest, I'd just be sitting there annoyed because the music is being ruined AND I can still hear people.
Besides, I can't listen to just anything...the music has to match what I'm working on, or else it just feels like a waste...
...Shoot. Maybe I just need to get my own apartment. With noise ordinances.
