Can't say I agree though, not with the "stuck in a single location" thing at least. The amount of dialogue, that's going to be subjective as you said. But that's just the consequence of having a character driven story.
As for the location part, the first 17 pages consist of 5 different scenes, with each scene being a different locale. The old shopkeep's story (1 page), the shop itself (5 pages), the road home (4 pages), outside the orphanage (3 pages) and the rooftop scene (4 pages).
