Since webtoons added support for PNG there have been requests to add support to croppy (a webpage that auto slices comics into the right format and size for tapas and webtoons).
There has also been requests to not do it. Some people think their comic will have be smaller if sliced with jpeg. In my tests this is not necessarily the case.
Anyways I am planning on doing the following.
- Convert files to PNG. If the resultant files are larger than 20MB the go to step 2
- Convert files to JPEG. If the resultant files are larger than 20MB go to step 3
- Force the each slice to be less than (20MB/(number of slices))
I would like people to take their comic (in PSD, tiff, or PNG format) and try to convert it to png and jpeg and see what size each is .

You can just list the size of the of each in .zip. Here is my test
