Yes and no. They are getting better behaved because now there is competition.
If by a bizarre set of circumstances you luck out on a high paying commission there is a chance Paypal can lock down your account thinking fraudulent actions are occurring and it can be hell trying to get your account back. Before better sites for charity work popped up, lots of small charities have had their work effectively stolen by Paypal.
Things are better now, but depending on where you live they still refuse to be called a bank. Keep Joannekwan's warning in mind. Make a note on where you are because on the global scale legally there aren't the usual regulations one would expect a place that exchanges a lot of money to do.
Personally, I've only had a problem with them once. Despite all the legal papers they would not recognise the changes in some personal information. Its been fixed but its amazing what they will overlook.
