I'll go through a couple (literally all the ones with an introduction) of characters (out-of-context spoilers?)
Rin Nizu (my protagonist) is on the nice list I'd say. She never acts with any malice, she's just always trying her best to get along with others and navigate (seemingly) complicated social situations. She helped a cat out of a tree, but other than that, she hasn't done anything overly good OR bad at this point. I think she deserves some presents this year nevertheless.
Choko Latti is definitely on the nice list. She may not be perfect, but she tries to take care of RIn and help her when she needs it. She sees the world from a very positive perspective and loves to use it to help others. The kindest soul deserves a spot on the nicest list.
Kon Nizu (Rin's brother)... undecided. He has a very pessimistic point of view and is a tad manipulative with it towards his sister, but he seems to have convinced himself it's for her own health and safety. So his actions aren't necessarily GOOD, but he's convinced himself that it is. Had his own life experiences somehow been different, I'm sure he'd make much healthier decisions for himself and his sister, but unfortunately this is who he is rn. So what list would I put him on (with the context of what's happened in the currently released episodes)? I'd say... more nice than naughty, but that could just be my author bias.
Naughty.
Oritsu Kanjiru is on the nice list (imo)! She's a leader with a seemingly cold heart, BUT she started the Cat Club with the intent of making the city a better place to live and at the cost of not getting to live a normal youth. The full extent of her character hasn't been fully explored yet, but she clearly has a soft side buried somewhere under all that hard-ass leadership... ness... Idk, more author bias
