It has many effects and screen tones as well as a really nifty perspective tool. It ALSO has a built in poser which lets you make your own 3d reference models for those really tricky shots. One of the big things for me was the fact that the inking tools work so much smoother and cleaner for me in MS than in PS.
The left menu is FULLY customization, and I mean fully. You can drag and drop your work-space however you like. Learned that one when installing new brushes (which is even easier that photoshop as well, and much much better organized)
And the blending. I love the blender in MS and PS was making me angry on that note.
Comic-wise, the default canvas sizes are all the A4 and common ones. But you can set up the guides where you need for a print ready bleed.
There's only one real choice of text bubble, but you do get to change the colors, opacity, as well as the thickness of the border line. Then just draw it on. That did take some getting used to but I like it now. It makes things a bit quicker. For the boxes on the layout I moved the file to PS in the beginning, but eventually got it down in MS. Just had to add some more rulers to keep it all even.
