NEW but not yet NOTEWORTHY?

What makes a new comic "noteworthy"?
I'd love to get my comic SAD SACKS into the New & Noteworthy section.

What can I do to earn that bump?

Exactly what you just did.

Go take part in forum threads, get to know the community, promote your comic where it's appropriate, etc etc. There's literally no "special way" to get it into New & Noteworthy. Just do your part to get it noticed, and whether it gets into that section or not, you will get readers bit by bit.

I was wondering this myself. While I technically created my comic stub in tapastic months ago, I've been building a buffer and only just starting releasing comics for Peppermint Helmet last week. Does that mean my comic isn't "new" anymore? Just curious.

It has to be manually marked "noteworthy" by moderators if I understand correctly.

My suggestion would be that they split the category into:
NEW (Automatically ALL new comics, with a minimum number of views/comments/posts to prevent spam)
NOTEWORTHY (New stuff that moderators love.)

That would be better, IMHO.

I imagine that to be New and Noteworthy, the admins just have to find and like your comic while it's still "new".
Since my comic, Outcast Kingdom, is about six months old, it's probably too late to get into the N&N : (
But even if it's no longer "new", you may get your comic featured if the admins pick it. I imagine having a lot of views and subscribers helps, which you can probably get by being active in the community.
And by "active" I don't mean spam advertisements your comic, but just participate in the forums and leave meaningful feedback on other peoples' comics. Answer questions, talk to people, leave replies explaining what you like about someone's story or style. People tend to like it when other people appreciate their works (especially if they're not super-popular already), and are more likely to return the favor by giving yours a chance, too. But also leave links to your comic so that those who are interested can find it easily.
Or at least, that's what's helped me so far. Several of my subscribers came from my reaching out to other creators and generally being a decent human being. (An odd choice of word, given the nature of my comic...)
Then again, I'm no expert (with my 35 subscribers), so I may not be the final authority on getting noticed. But that is what has helped me.

^Community is VERY important. Talking around, you tend to leave a mark on the site. I can recognize many people on this site, because they come up often. I have a series that isn't even meant to be serious, yet I have 20+ subs (it scares me)

The New + Noteworthy section completely confuses me. I've seen comics that only have one page get posted in that section and I don't really understand what makes that comic stand out against the other new comics. It's hard to say anything, good or bad, about a comic with just one or two pages... maybe the authors have proved successful with previous comics? I'm not sure.

But I'm still kind of new here, I don't really get how things are run on this site, haha. It's very different from my experience with Inkblazers. I'm still crossing my fingers that some day the site will offer a pagination format for story comics who would like their works to be read left to right (or right to left or whatever). Probably won't happen, unfortunately, but I have trouble reading story comics on my iPad on this site, especially if people post one page per "episode".

Yeah Tapastic has a bit of a different feel to it. From what I've seen on Tapastic is people at times do tend to make threads leaving links to their comics to advertise and I've seen lots of comic artists make drawings of their characters that says "thank you for subscribing!" It's another good way to help advertise. Plus being active in the forums also helps from what I've seen thus far. Some of the artists I follow will do live streams as well and their readers love it.

being new, obviously
having a burst of followers/pageviews inside a short timeframe

Gosh, right? I thought the "new + noteworthy" would have some comics that started being posted recently, and some "noteworthy" ones, so people with new stuff could get some views rightaway, but no? o-o That's confusing.

At least now they have the "Fresh" section, which shows the most recent updates... But it's still not enough. I'm gonna have to make my thumbnail and profile pic a lot more attractive and flashy if I'm to get more viewers or subscribers. No more black and white simplicity : ( At least now that the "NEW" part is gone, there's less confusion on "I'm new... where's my comic in that section???". Now it's called Trending. Darn Tapastic and its blatant disregard for brand new series!

But then again, it is the responsibility for the creator to promote their work. I'm gonna put up my work on Instagram and maybe Tumblr. (I'm a bit hesitant on that one since original work really doesn't get noticed... fan art or random pics all the way!) And I've started asking other people to share for me, since I'm not gonna get a Facebook anytime soon.

Plus the forums are always a good way to promote, and to find obscure comics, or low tier as I call them. Some low tier can be really good. Heck, I was one of the first to subscribe to Undying Happiness when it first started when it was still low tier! Of course now it's top tier, but it was nice to see that happen. Zelkats deserved that. But other series out there need the same promotion from time to time. Oh well. Shameless plug activate. Bleck.
