It's been said before, but NSFW isn't limited to sexual stuff. It's anything you wouldn't want your boss to catch you looking at out-of-context. So, yeah, I'd recommend censoring non-sexual nudity to be on the safe side.

In terms of what tapas will and won't allow, if I understood correctly, the type of nudity you need to nsfw mark is nudity that contains: Genitalia or human buttholes.

Butts are ok with no filter as long as the private parts are not visible.
Female breasts don't need to be nsfw marked.
Erect penises, lubricated vaginas and visible sexual penetration needs to be censored even when hidden behind an NSFW filter.

Conclusion is that adding the filter is optional in this case. Above you see some people that would probably judge you for not doing it. I know some people who would think you were silly for doing it. Regardless, someone's gonna disagree, so just do whatever your personal opinion calls for.

Eh, it's a butt. You see female superheroes drawn in such a way that it looks like they have nothing on but body paint. So I personally wouldn't mark it nsfw, and anyone who flags the page just for a butt is a salty-ass mofo.

Yes. If it wasn't, two things would happen:
1. A lot of comedic uses of butts would suddenly have to be nsfw marked. Usually these aren't considered nsfw because, well, that type of joke occurs a lot in comedy designed for kids.
2. There would suddenly be a huge problem surrounding butts. As joanne mentioned, there are people with clothes where the butt can be quite clearly seen (tight bodysuits). There are people wearing short skirts... etc. The nsfw marking would have no point if people were forced to use them constantly just because of the clothes a character is wearing.

The reason spread buttcheeks wouldn't be okay without nsfw filter is because that is the point at which it starts to tread into sexual territory.

I'd say NSFW to be safe. If someone was looking over my shoulder while I read a comic and there was just a butt on the screen it would be awkward to explain if I wasn't expecting to have to explain it.
