I tried using this guy, and in theory it is great for establishing the proper spacing between lines, but I had horrible trouble with it spinning when I drew the line making my line go wavy. Beyond that, I just did my best to print neatly on the lines I drew.

Photoshop... lol. As in, I do the linework for my comic traditionally, but color and letter in PS. I do hand letter sound effects and some short speech bubbles like "oh", "ow", and "hey!". For those types of things I just use the same tool I'm inking with, usually dip pen. I never worry too much about getting those perfectly straight since they're kind of spontaneous and short, so i just go for it w/o a guideline xD
