In a literal sense, yeah they don't make anime like this anymore. The industry has made leaps forward in technology, further integrating digital technology to enhance the visual fidelity of the end product. It's also no longer in a 4:3 aspect ratio, but rather the modern standard of 16:9.
If you're speaking about certain cultural aspects? Then sure, also yes. But that's not necessarily a bad thing. Culture changes, trends evolve and a public's taste changes. What was cool 30 years ago, is cringe today. Humor and comedy especially has a high turnover rate.
All that said, the anime industry is still very much the same exploitative industry it was back then, with animators being overworked and underpaid. Also, they do still adapt manga made by pedophiles into anime today. So I guess they do still make 'em still this.
