Done is better than perfect mentality. It's hard to shake the worry it's not perfect but you sorta gotta find you're "eh it'll do" mentality. I mean, don't half ass it obviously, but don't slave over one panel for days, especially if it's an unimportant panel, save that for your big wham scenes. A lot of the time, your first or second pass with do without hours of detail refinement (style dependent obviously).
Sketch the entire chapter in advance. Even if you don't do as some people recommend and sketch everyone, then ink everything, then colour everything, I've found that sketching the whole chapter in advance helped me a lot. And helped with editing because I look back a while later and cut entire unimportant bits of the chapter that I didn't realise were slowing down the pace until way later.
Also, pro-tip from mangakas, just flick through some of your favourite mangas, especially urban ones, and see just how many have background that are just screentone filters on real life photos. Once you start seeing it you can't unsee it.
