if you're just starting out then you'll want to go for something within your budget and that's easy to pick up to help get you adjusted
personally i started out with a pen tablet that i could connect to a laptop or computer like the wacom intuos. there are other tablet models from wacom and other tablet makers but again it's a matter of price and personal budget so it doesn't hurt to shop around before making a final decision (my very first for example was a cheaper pen tablet by vistab)
as for software there's a wide span of choices depending on your platform. a lot of artists on mobile android or apple devices uses apps like procreate, medibang paint, ibis paint, or other similar apps. then with desktop it branches off into other software like clip studio paint, medibang, firealpaca, photoshop, paint tool sai, krita and even more options.
picking a software can depend on pricing (as some are free to use while others have one time fees or monthly subscriptions), user interface (since some UI's are much easier to learn or adapt to than others) and then things like tools or features (such as brushes for drawing, panel and text tools for comics and filters, effects, and other drawing assets to help streamline workflow)
lots of folks will give suggestions based on their own personal preferences but doing a bit of research based on what info is shared can make it a bit easier to choose what works best for you and not just other folks. best of luck as you take the jump though and try not to stress things too much (we all have our own paths!)
