ngl i think a lot of the jokes about "rip twitter/the site is dying" is humor at the expense of the site or humor to cope with it's decline
so far i've noticed the main issues now have been upticks in ads, some vulnerable accounts being hacked, decline in notifications (like people see some, none or get them much later) and like the occasional slowdown but nothing site breaking so far
i think the only big concern is hearing word about previously banned accounts being reinstated and that putting certain demographics of folks in potential danger and tho it's not been confirmed much less addressed people are just kind of doing what they can to be careful
a lot of folks seem to be noticing decline in followers either in the usual small bouts or big chunks here n there which i feel like i've seen both but then for every drop it's a small uptick so it may be the same old same old or it's people leaving or the site doing the whole "you no longer follow this person even if you weren't trying to unfollow them" thing 
i still think folks throwing shade (regardless of volume) at parties concerned about the lifespan of the site or like just general quality of life while on it could be toned back but at this point it's whatever
