I don't know if I have time to make a one-shot comic just to promote my main comic. Drawing comics takes time after all :') But like, what I really want to know is if this is ok to do? Like Idc how I do it, I just wanna know if this is OK by the mods.

Why choose one when you can have BOTH?! Jokes aside, I'd go with a mix - use lineart but treat it as if you're doing a clean sketch. I've noticed that whenever I go w the sketchy approach I will gradually become better at it as I go. I like the sketchy one in your example, so I'd say go sketchy!

It totally depends on what kind of story and how long it will be. For shorter one-offs that might just be 5-10 pages I usually start with the storyboard and then focus on the dialogue.
