Quoting my art teacher I would call it art. She once told me something very important. Art is something that generates feelings to the observer be it positive or negative. Ai generated art clearly fits the description as it generates many different feelings in many different people. Some hate the Ai and feel insulted by the pieces it creates, others are in awe seeing how far technology has gone, and others like the pieces of work it makes. For those reasons, I would consider it art just like a single dot in the middle of a painting can be considered art or how canned poop (yeah it's a thing) can be considered art.
Would I consider it good art? It depends.
Would I say the ai is an artist? No.
Would I call the programmer an artist? Yes, for the sole reason of creating something that brought so many emotions in so many different people.
